Dr Richard Hocking has been employed as a staff orthopaedic surgeon at the scandal-prone Queensland hospital for at least the past 12 months.

Dr Hocking was investigated by the ACT's Medical Board and Australian Health Practitioner Regulation Agency over several years, after a series of botched surgeries in Canberra dating to 2011.

The ACT Medical Board initially suspended his registration to practise after a botched surgery in which a bone was removed from a 13-year-old patient's misaligned hip, destabilising the hip and requiring a full hip replacement.

Three patients or their families took Dr Hocking to the ACT Supreme Court alleging various problems with surgeries he performed in Canberra over several years, but those cases were all ultimately withdrawn or discontinued.

But Dr Hocking appealed the medical board's suspension to the ACT Civil and Administrative Tribunal.

In a decision on the appeal in July last year, the tribunal replaced the outright suspension with a condition that he not practise certain procedures without a supervising surgeon present, discuss complex cases with suitably qualified surgeons before operating, and other conditions.

The tribunal also reprimanded Dr Hocking for a report he filed on the case after he learnt of complications arising from a surgery, which the tribunal found was filed in an attempt to cast that surgery in a more favourable light.

That decision also cleared Dr Hocking's reputation over allegations he should not have used an experimental platelet-rich plasma injection on a nine-year-old boy with a hip disease.

The tribunal found the treatment was used for similar cases in Australia, despite the use of the technique being referred to the medical board in allegations it was an "unwarranted therapeutic experimentation".

Since leaving Canberra in the wake of the court and tribunal cases, Dr Hocking has been working at Bundaberg Hospital, completing more than 500 operations since June last year, first as a locum under the conditions imposed on him by the tribunal, and since January this year as a full-time staff surgeon.

Chief executive of the Wide Bay Hospital and Health Service Adrian Pennington said in a statement released to the Bundaberg Newsmail that Dr Hocking's record at Bundaberg showed he had had no significant adverse clinical events in that time.

Mr Pennington said Dr Hocking was now working without any conditions imposed on his registration, after an October decision by the Queensland Medical Board and AHPRA to lift the restrictions previously imposed.

"Dr Hocking is a valued and respected member of Bundaberg Hospital's orthopaedics team, highly regarded both by staff and patients," Mr Pennington said.

"He strongly participates in education, training and clinical governance programs."

Mr Pennington said he had "full confidence" in the quality of his work, "to the extent that I will personally be one of his patients when I undergo hip replacement surgery over the next 12 months".

"It's also important to remember many doctors across Australia work under various kinds of AHPRA conditions, and these are regularly monitored."
