Ms Gallagher who celebrates 12 months as Chief Minister today, said her own take on the territory's top job was only beginning to emerge and that it was unlike that of her two charismatic predecessors.

The ACT Greens praised her performance in her first 12 months while the Canberra Liberals bemoaned Ms Gallagher's ''poor track record''.

Ms Gallagher told The Canberra Times yesterday that it had taken time to begin to mould the job into her own image.

''You are able to put your own stamp on the job and I am different to the chief ministers who have come before me,'' she said.

''Doing things like the Open Government stuff might not be showy, but it's sort of part of who I am and being able to make those changes around integrity of processes and information process.

''So that's me starting to say that this is my leadership style, I'm no Kate Carnell, I'm not a showy person.

''I'm probably not as outspoken as Jon [Stanhope], who could always get a good headline, particularly when he was cranky.''

But Ms Gallagher, who also holds the health portfolio, said she had recently endured a ''grim fortnight'' which ended in the death on one health worker and serious injuries to another in an alleged hit-and-run incident outside Canberra Hospital earlier this month.

Two weeks earlier, a senior hospital official allegedly admitted tampering with emergency department figures to make them look better.

''That was a big event and a low point too, because it goes to the matter of trust,'' Ms Gallagher said.

''In this position, you have to have that, or you wouldn't be able to function, you have to believe that what comes in these 60 briefs you deal with every day is correct.

''You have to believe that they are letting you know when there are problems, when things are good or when they're bad so you can influence how you can manage or how you can respond to that. That certainly really shook me and if you talk to Andrew [Barr] or Simon [Corbell], they would confirm that.''

The allegations of data-doctoring were a particular blow after Ms Gallagher insisted on retaining the health portfolio after her elevation to Chief Minister. ''Particularly because it was health and I put in such a lot of effort there, it certainly makes you question whether you're making a difference and to get up and do this job every day, you really have to believe that you're doing good work.''

ACT Greens leader Meredith Hunter said Ms Gallagher had worked ''honestly and constructively'' with the crossbench in her first year.

''While we still have our disagreements on issues, Ms Gallagher has engaged with us honestly and constructively to reach a result,'' Ms Hunter said.

''The Liberal political strategy of opposing everything has meant that the Greens and government have had to negotiate a way through disagreements to get outcomes for the city and ensure continued delivery of basic services.''

But Liberals leader Zed Seselja said Labor's record had become worse.

''On Katy Gallagher's first anniversary as Chief Minister, she has left Canberra with the longest emergency department and elective surgery waiting times in the country, and her own department is being investigated for doctoring health data,'' Mr Seselja said.

''Canberra still has the least affordable first homes, rates and charges have continued to skyrocket, and new taxes on housing have been implemented, with the $50,000 per unit tax. By any stretch, this is a very poor track record for any chief minister and Canberrans are paying for it.''
