While one in every 2036 ACT residents has been offered the opportunity to attend next year's ceremony in Turkey with a guest, the national average is only one in 6114.

South Australians are least likely to attend, with only one in every 9004 residents allocated a double pass.

There are no state quotas for the dawn service and jurisdictions with a higher than average proportion of their population approved for the service are likely to have had more applications lodged per capita.

Emails notifying successful applicants they had received approval for themselves and a guest were to begin being sent on Thursday.

Follow-up letters should begin arriving over the next weeks. Successful applicants who do not have an email address will be contacted directly by letter.

Widows of World War I serviceman are automatically invited to the service and one ACT war widow confirmed on Thursday that she had already been approached.

The woman, who asked that her identity not be disclosed, said she was unlikely to attend as she was just ''getting too old'' for that type of thing and her husband had served in France, not Gallipoli.

Attendance at next year's Gallipoli Dawn Service has been capped at 10,500 people - the ''carrying capacity'' of the venue.

Veterans' Affairs Minister Michael Ronaldson said 42,658 applications had been received and that after ''deduping and self-nominated removal'' 42,273 applications had been run in the ballot.

''The total number of double passes to be issued is 3800,'' he said. ''Those without tickets for Anzac Day 2015 may consider visiting Gallipoli on August 6, 2015, for the Battle of Lone Pine Centenary commemoration service. Over four days, Australia suffered more than 2000 casualties and seven Australians were awarded the Victoria Cross.''

The oldest applicant for a pass to the ceremony was 99 and the youngest was 16.

At this stage, three people over the age of 95 will be present with another 21 in the 85 to 94 year age bracket planning to attend.

Men will significantly outnumber women by a ratio of six to four. Just under 95 per cent of all the successful applicants are Australian born.

Canberrans have been allocated 188 double passes compared to 1254 for NSW, 77 for the Northern Territory, 916 for Queensland, 186 for South Australia, 86 for Tasmania, 654 for Victoria and 389 for Western Australia. Another 50 double passes have been allocated to Australians living abroad.

Dawn service visitors allocated passes in the ballot will be required to make, and pay for, their own travel arrangements to and from Turkey.
