The government's long-awaited housing affordability targets shows no new public or community housing sites will be released this year in Red Hill, across the urban renewal precinct or in six new suburbs under development.

The targets show no new sites will be released for public or community housing in the urban renewal precinct, Taylor, North Wright, Coombs, Wright, Moncrieff and Throsby this year.

Instead, the government has introduced targets for affordable housing - for potential home buyers of lower priced properties - of 25 per cent in Taylor, 15 per cent in North Wright, 19 per cent in Coombs and 22 per cent in Strathnairn.

Similarly, no public housing sites are scheduled for Strathnairn, but five per cent of the 300 dwellings scheduled for release this year there will be for community housing, though the government says all figures are only up until June 30 this year, when they will be updated.

Greens planning spokeswoman, Caroline Le Couteur, said the minor party was disappointed that out of more than 4000 sites to be released for residential development this year, only 143 sites would go to public housing.

She said the schedule showed the proportion of all Canberra's residential stock dedicated to public housing would halve, from about 7.1 per cent now to about 3.5 per cent.

"It is really disappointed that public housing is going to be going down as a proportion of our housing in the ACT, not staying stable, let alone going up," she said.

"We wanted to see at least the government commit to maintaining the current rate; it would have meant about twice as much public housing as the government has committed to [this year]."

Ms Le Couteur said she also was "very disappointed" with the zero per cent target for Red Hill.

"I do note Red Hill has no public housing proposed and I don't think it's appropriate to have areas of Canberra that are purely upper income enclaves," she said.

Chief Minister Andrew Barr, housing minister Yvette Berry and planning minister Mick Gentleman signed off on the targets for the City Renewal Authority and Suburban Land Agency this month.

While Ms Berry in 2014 spoke out against the government's public housing renewal program, fearing it would push tenants "out of the city", it seems since gaining the housing portfolio, Ms Berry no longer holds her earlier concerns.

But she said she had "always advocated for public housing tenants" to have the same choices as everyone else, and "that hasn't changed".

Ms Berry said the government provided 177 properties in "the suburbs adjacent" to Northbourne Avenue and tenants had "different preferences" about the relocation.

In urban renewal areas outside the renewal precinct, the new targets include 11 per cent for affordable housing in Lawson, plus three per cent each for public and community housing there.

In Greenway, the targets are eight per cent for affordable homes, 11 per cent for public housing and no new sites for community housing.

A single public housing development in Gungahlin town centre will also dominate the final land released there, with a 64 unit proposal representing 85 per cent of all sites in the town centre to be released this year.

In the new suburbs where land is being released this financial year, the targets show the Barr government's agenda skewed towards private housing and new sites for affordable housing.

Of the total 4120 dwellings to be released for development this year, 3590 will be for private residential development, 1490 of which are in the urban renewal precinct across Braddon, Turner, Reid and Red Hill.

Of the remaining 530 dwellings to be released, 353 will be for affordable housing, 89 replacing old stock demolished under the public housing renewal program, 54 dwelling sites for new public housing and just 34 sites for community housing.

It means in 2017-18 of all dwellings scheduled to be released, just 1.3 per cent of sites will be released for new public housing in the ACT and 0.8 per cent will go to new community housing.

A further 2.16 per cent of sites released will replace demolished public housing, 8.5 per cent will be allocated as 'affordable housing' and 87 per cent will got to new privately developed homes.

A government spokesman said that in suburbs including Strathnairn and Throsby, with "limited to no land release" this year, there were no targets set and that the targets continued the government's 'salt and pepper' approach to public housing.

"The government already has a significant proportion of public housing and community housing sites across urban renewal sites and along the Northbourne Avenue corridor, he said.

He said that Coombs already had 153 public housing sites, likely meaning dwellings allocated, and Moncrieff had 143 and there was "currently limited demand for public housing in these suburbs over the next four months".
