A pocket of streets in Casey were among the only ones in the entire Gungahlin region to miss out on the capital region's initial National Broadband Network rollout, aside from the next stage underway in Nicholls.

It means residents on the east side of Ashton Calvert Street struggle with internet access over the dodgy copper wire network that was installed when the suburb was built, while their neighbours across the bitumen can download videos at high speed, via fibre-to-the-home NBN.

Under the Coalition, the faster fibre-to-the-home system was abandoned in favour of the cheaper fibre-to-the-node, or street cabinet.

The residents with the poorer service were worried they would never catch up with their luckier neighbours.

Now the Gungahlin Community Council has been told by the provider, NBN, formerly NBN Co, the entire Gungahlin area will receive the faster, fibre-to-the-home service.

Council president Peter Elford said it was tremendous news for residents.

"I really couldn't have hoped for anything more," he said.

"I've been advised by a representative of NBN that both Nicholls and Casey stage ne will receive fibre-to-the-premise, that is, all the way to the house, consistent with the rest of Gungahlin."

Nicholls was now planned to be ready for service in the second half of 2016 and Casey stage one would be completed at a date to be advised, Mr Elford said.

"It's kind of a small win but it's a decision in the right direction," he said.

A spokeswoman for NBN said construction in Nicholls should be completed by mid-next year.

According to the three-year construction update, construction in Casey will begin in the second half of 2017.

It usually took around 12 months for construction to be completed and an area to connect.

Although about 81,000 Canberra and Queanbeyan homes are a step closer to having NBN access, with several suburbs recently announced to have construction on the broadband network begin by next September, many others remain in limbo.

Tuggeranong has emerged the biggest loser with only Wanniassa and Kambah earmarked for the NBN in the next three years.

Last week a leaked NBN document showed repairing and replacing parts of the copper network purchased from Telstra for the Coalition's NBN could cost up to $640 million.

In a statement, NBN said it refuted the accuracy of the claims and that any costs related to building the network have already been included in the corporate plan released in August

"With 550,000 fibre-to-the-node premises now in construction and a further 40,000 able to connect, NBN is confident that the cost per premises for fibre-to-the-node as outlined in the corporate plan, is accurate," it said.
