The key architect of Australia's counter-terrorism laws has been remembered as a "giant" of the public service.

Distinguished Commonwealth and ACT public servant Dr Karl Alderson, 46, died on Saturday after a long illness.
A day earlier, Dr Alderson was personally awarded the Public Service Medal by Governor-General Sir Peter Cosgrove.
ACT Chief Minister Andrew Barr said Dr Alderson was "instrumental" in developing "Australia-first and world-first" reforms.
"He influenced and inspired hundreds of public servants, both in the ACT and Commonwealth public service. His legacy was reform, but reform with personality, flair and nous," Mr Barr said.
As Deputy Director-General of the Chief Minister, Treasury and Economic Development Directorate, Dr Alderson helped to develop the framework for the ACT's ridesharing services and establish smart-parking trials.
While Deputy Director-General of the Justice and Community Safety Directorate, he delivered "significant justice reforms, particularly focused on restorative justice, court reforms and legal assistance for vulnerable people", Mr Barr said.
"Dr Alderson's efforts are deserving of this nation's thanks and recognition. We are all indebted to him.," Mr Barr said.
Dr Alderson is survived by his wife Michelle, daughter Celeste and mother Marelyn.
