Knight told the ACT Supreme Court, via videolink from Victoria's Port Phillip Prison, an appeal of his third failed transfer application was due before the Victorian Supreme Court next week.

He said a transfer to the ACT prison system would be beneficial and allow him to "resolve these matters properly" but also indicated he would accept watered-down damages if the transfer went ahead.

Knight argues he did not raise the issue of his alleged bastardisation at Duntroon during his murder sentencing because of a plea bargain where the crown allegedly agreednot to contest a minimum non-parole period.

"At that stage I'm a 20-year-old pleading guilty to the most serious offence on the statute books," he said.

"It's inconceivable that I would instruct them [his solicitors] to enter a guilty plea to seven counts of murder and 46 counts of attempted murder… in the mistaken belief of the existence of a plea bargain."

Knight said on Thursday he had resolved to keep quiet over his treatment at Duntroon for 27 years and "suck it up" with the belief he would be eligible for parole, but with the introduction of tougher laws from the Victorian government last year blocking his parole he no longer felt bound to the agreement.

He said every other Victorian murderer in the past 170 years had been given the chance of parole.

Knight asked for Justice Mossop to order Victoria's Director of Public Prosecutions to produce all documents related to his case in the hope they may back his claim of a formal plea bargain from 1988.

But the Commonwealth's solicitor Robert Crowe, SC, said there was unlikely to be a "smoking gun" among the paperwork to show evidence of the agreement.

Justice Mossop agreed and dismissed the request saying it would delay the case and also create considerable cost.

Knight accused the Commonwealth of "cherry picking" from about 25 witnesses to his stabbing of a fellow cadet at Canberra nightclub the Private Bin in May 1987 and an alleged attack at Duntroon in the same year.

He asked for Associate Justice David Mossop to order them into dedicating the same amount of time and resources into finding the ACT civilian witnesses "just down the road" as they had to seeking recent statements from military personnel around the country.

He argued he was at a disadvantage relying on "snail mail" and restricted phone access while in jail.

"Under normal circumstances I'd hire a private investigator or do the research myself," he told the court.

"If someone could lend me a phone I'd make the calls now."

But Justice Mossop dismissed the application and agreed the onus was on Knight.

In a separate case, Knight has also applied for victim of crime compensation from the ACT Magistrates Court.

Knight indicated to the court he would be still willing to reach a settlement over the compensation, despite the Commonwealth rejecting the offer in court on Monday.

The hearing will resume in August.
