Stanley Hou, 35, made a brief appearance in the ACT Magistrates Court on Monday.

Police arrested him after they seized 2.5 tonnes of precursor chemicals and equipment they allege were used to make ecstasy and methylamphetamine MDMA.

The raid last Tuesday followed a six-month investigation into reports of hazardous materials and fumes coming from the building, just off Sheppard Street.

The ACT's chief police officer Rudi Lammers said the alleged haul could have produced drugs with an estimated street value of "many, many millions of dollars".

The arrest was linked to Taskforce Nemesis, which was set up to investigate outlaw motorcycle groups connected to the ACT.

Hou was charged with one count of manufacturing a large quantity of controlled precursors for the manufacture and sale of drugs.

He did not apply for bail when he first faced court last Thursday as police were still in the early stages of their investigation.

His defence lawyer Kamy Saeedi told the court prosecutors no longer opposed bail following ''extensive discussions'' on a strict set of release conditions.

Magistrate Margaret Hunter granted Hou bail on his own recognisance on a $5000 bond, and on the condition his brother pay $3000 surety.

She ordered he live at his brother's northside home except when he had to support his four-months pregnant wife for medical reasons.

He also must not use a mobile phone or any device with internet access and hand his passport into police within 24 hours.

She said he must avoid the Hume area and could not contact any chemical suppliers.

Hou will next face court on October 30.

Mr Saeedi has indicated his client will plead not guilty.
