Jerrabomberra Resident's Association president Michael Ziebell fears the newly-approved plan, which includes an intention to use its 24-hour status to become Sydney's freight airport, will hamper peace and quiet as far away as Gungahlin.

The plan was released for public comment in March last year and was approved by Deputy Prime Minister Warren Truss last week.

"It's not just Jerrabomberra that's going to be affected by it; it's Hackett and Watson and Gungahlin. If you've got a 747 taking off at 2 o'clock in the morning on a crisp Canberra night, generally to the north, Hackett and Watson and Gungahlin will be receiving noise," Mr Ziebell said.

"Up to 70 or so decibels will be hitting these areas, not just the 750 houses directly under the flight path."

Of the 165,000 houses located in Canberra and Queanbeyan only 750 are located outside the Canberra and Queanbeyan Noise Abatement Zones, according to the master plan.

Mr Ziebell said the airport did not care about these homes.

"That's 2000 people they don't care about – we're collateral damage." he said.

Other concerns included moving the runway 300 metres south, which will lower aircraft and increase noise by one decibel, and a parallel runway.

"When you could be sitting on 70 decibels, another decibel increase, it reaches out further," he said.

"Potentially down the track we could have aircraft over the top [of Queanbeyan] – there's nothing stop it from happening."

Tuggeranong Community Council president Eric Traise said the impact of aircraft noise on the long-awaited Tralee residential development was well known and could become an issue down the track.

But noise is not a big issue for Tuggeranong.

Mr Traise, who is also the independent chairman of the Community Aviation Consultation Group, said the airport had done a lot to tailor flight paths and minimise noise over the years.

However, council did want to see noise abatement zones legislated so they were more difficult to change.

Across the lake, Gungahlin Community Council president Ewan Brown said his group had kept a close eye on the development of the master plan, which could eventually affect new suburbs like Kenny, but it was not a major concern.

"It might affect places like Jacka and Taylor in the future but the aircraft will be fairly high up there. It's no big deal at the moment."
