It is alleged Labor MLA Chris Bourke breached the Legislative Assembly members' code of conduct by using government brochures, created at cost to the public, for party political campaigning ahead of October's election.

The Liberals have photos of Dr Bourke and Labor volunteers campaigning with the pamphlets, which appear to have been created to promote the government's June budget.

It is alleged Dr Bourke used the brochures while campaigning on several occasions outside shops in Belconnen in recent weeks, including this weekend.

Liberals campaign director Daniel Clode wrote to ACT Legislative Assembly speaker Vicki Dunne on the weekend, asking her to refer the matter to Commissioner for Standards Dr Ken Crispin for investigation.

"The repeated and patterned character of his campaign work is evidence that the publicly-funded brochures were not used as stop-gap material or supplementary material to party political material, but have instead been methodically used as a primary campaign resource by Chris Bourke MLA," Mr Clode wrote.

"This amounts to a calculated abuse of public resources, as part of an effort to subvert electoral expenditure caps (an issue I will be referring to the Electoral Commissioner) and to play cheapskate by shifting part of the cost of his private campaigning activity to the public purse."

Dr Bourke said such government material was published with the "express intent" of being distributed to the public.

The brochures are publicly available online, and Dr Bourke said anyone was "free to distribute these publicly-available materials".

"Clearly the Canberra Liberals are already getting desperate if they are stooping to this level," he said.

"As an MLA, I would be remiss in my duties if I didn't inform the public of the things the ACT Government is doing.

"The Canberra Liberals should spend more time working on positive plans for Belconnen and less time on these kind of bogus stunts."

Candidates are forced to comply with a $40,000 cap on political spending each, a law that took effect in January.

The cap is reduced from the 2012 election, when it was $60,000 per candidate.

The Liberals also have photos of another Labor candidate, Deepak-Raj Gupta, who is standing for Yerrabi, distributing government brochures while campaigning in May.

Mr Gupta was campaigning alongside Labor minister Meegan Fitzharris at a mobile stall, and had government-brochures in his hand.

When approached by Fairfax about the allegations, Mr Gupta denied wrongdoing. He was then shown the photo and said: "The materials in my hand I think are about road upgrades in the Gungahlin area, which were given to me by the minister.

"These materials were available at the minister's stall to inform constituents on roadworks in the area.

"I do have some publicly available government information, which residents request. All of these materials I understand are readily available to any member of the community."
