Yass Valley Council and NSW Environment Protection Authority officers have outlined a cross-border strategy to members of the newly-formed Wallaroo/Hall Landcare Group to tackle the problem.

Allowing trucks onto properties to dispose of waste is contentious, because some landholders will allow material to be dumped, while other landholders believe the catchment is at risk and are concerned asbestos could find its way into the district.

Ginninderra Catchment Group coordinator Karissa Preuss said the landcare group's concerns related to water quality, road safety and potential for asbestos dumping.

Ms Preuss said rubbish could find its way into Gooromon Ponds Creek and Halls Creek which flowed through the area into the Ginninderra Creek, which flowed into the Murrumbidgee River. Other water courses flowed directly into the river.

Landcare workshops are planned to make people aware of the pitfalls of dumping waste into eroded gullies.

"Sometimes gullies are not being actively eroded and the best course of action is to do nothing," Ms Preuss said.

The NSW EPA and Yass Valley Council are using helicopter and fixed camera surveillance, inspections of trucks and responding to reports from the public. The EPA will also put up illegal dumping deterrence signs.

EPA director, south, Gary Whytcross said filling gullies with waste could pollute water courses.

"As such, NSW environmental and planning legislation has strict controls to manage this," Mr Whytcross said.

"In NSW operators who are found to be dumping waste illegally could face fines of up to $5 million, and costly clean up orders.

"It is inexcusable that members of the public dump waste containing hazardous materials, such as asbestos where it can put community and the environment at risk of harm."

Anyone who sees illegal dumping can call the EPA's Environment Line on 131 555 to report it. .

In 2012 The Canberra Times reported a crackdown on illegal waste dumping from ACT building sites. Inspections revealed trucks were avoiding Canberra tip fees by dumping soil, concrete and demolition material across the border on farms in NSW.

Following a string of complaints from residents near Yass, a joint operation by the NSW and ACT Environment Protection Authorities and NSW police set up a checkpoint just over the border, and stopped 22 trucks to inspect waste loads.

The five-hour Barton Highway blitz used hi-tech computer camera equipment to check loads for concealed building waste. Mobile phones and laptops also made it easy to check paperwork such as council development approvals and waste disposal licences within minutes.

Three trucks were turned back to Canberra after it was found the drivers did not have approval to dispose of waste in NSW.
