Police arrested two festival-goers, one for the assault, and another for "intoxication and disorderly behaviour".
They also made five drug seizures in a sellout crowd of roughly 15,000 people.
In a statement on Monday, police described the overall behaviour of crowds as "satisfactory", and said event organisers were well-prepared, making the event a safe and enjoyable one.
Festival organisers had encouraged revellers to "party safe" at the University of Canberra on Sunday, following two suspected overdoses at the same event in Maitland, north of Newcastle, on Saturday.
ACT Policing had a high-visibility presence at Groovin' the Moo, and police encouraged concert-goers to plan ahead and drink responsibly.
The man accused of the assault appeared in the ACT Magistrates Court on Monday morning before Magistrate Peter Dingwall.
He was charged with choking and assaulting the man, and was released on bail.
Prosecutors did not oppose his release.
