The man was first caught by police after they received reports that he was revving his engine in the car park of Emu Bank McDonalds at 3.30am.
Police breath-tested the 26-year-old Weetangera man, and took him back to Belconnen Police Station after he returned a positive result.
He returned a blood alcohol content reading of 0.109 at the station, and police suspended his licence and released him to face court at a later date.
Less than two hours later, police discovered the same man on Eastern Valley Way. He again failed a breath test.
He will appear in court on Tuesday.
