Police said they were patrolling on City Walk about 6.20pm Friday when a member of the public told them he or she had seen a man taking a photograph up a woman's dress without her knowledge.
"The witness provided police with an accurate description of the man. He was located a short time later near the fountain on City Walk," they said in a statement.
"During a search of the man’s property, police located a camera which contained a photograph of the woman described by the witness."
Police found the woman in the photo and a 47-year-old Queanbeyan man was arrested and charged with with committing acts of indecency without consent. He is expected to appear in the ACT Magistrates Court on Saturday.
