UC staff discovered the car and the dead man, believed to be the vehicle's only occupant, about 10am on Saturday.

Police Sergeant Ron Melis, acting officer in charge of traffic operations, said he was the ninth person to have died on ACT roads this year.

"[The] vehicle has failed to stop and negotiate a T-intersection, travelling straight on through the T-intersection and colliding with the building … At this stage it is too early to say whether speed was a factor in the collision other than the fact that there was significant impact to the building."

Sergeant Melis said it was not known if the man was wearing a seatbelt.

"I will take the opportunity to just say to people that seatbelts do save lives, excessive speeding and irresponsible speeding is dangerous, [and] driving while fatigued, in particular, is a risky behaviour on our roads.

"Driving whilst impaired by drugs and alcohol does cost lives and being a distracted driver through things like mobile phones will definitely cause collisions, and has caused collisions."

Sergeant Melis said there were no suspicious circumstances surrounding the accident and police were calling for witnesses to come forward.

"I would ask that if anybody witnessed the collision or if there is any further information that can assist the police investigators with their enquiries to please contact Crime Stoppers.

"This is a tragedy that will not only devastate family and friends but will also have a ripple effect through the entire community."
