Hydraulic rescue tools were used to help free the trapped man from a Honda Accord, after emergency services were called to the crash on Parkes Way near Clunies Ross Street at about 5.15am.
A second 26-year-old man was also assessed by ACT Ambulance Service intensive care paramedics at the scene.
Both men were treated for minor facial injuries and transported to Canberra Hospital.
ACT Policing's Acting Superintendent Rod Anderson said the accident could have been a fatal one, if seatbelts hadn't been worn.
"It was only millimeters which stopped this collision being a lot more serious," he said.
"The driver was restrained by his seatbelt when we arrived at the collision and we believe this quite possibly saved his life."
Drivers in the area were warned to expect delays.
The crash is being investigated and witnesses are urged to contact Crime Stoppers on 1800 333 000 or via the website at act.crimestoppers.com.au.
