Kyoung Eun, 43, said he had bashed the dog with the 96 centimetre-thick plastic pole because "it was chewing things".
Eun pleaded guilty in the ACT Magistrates Court last month to deliberately causing pain to an animal and committing an act of cruelty.
Chief Magistrate Lorraine Walker him $3306 and banned him from owning a domestic animal for two years.
Court documents said the RSCPA had been called to Gungahlin in September after receiving reports of a dog being hit with a stick.
five to eight times.
Eun then hit the border collie a further three times on the back with a thick plastic pole, causing the dog to yelp.
The witness said he had heard similar noises – a thud and dog's yelps – coming from the backyard over a two month period.
RSPCA inspectors went to Eun's home where he admitted hitting the dog.
When asked why he had done so, he replied: "The dog made mess and chewed the tree."
Inspectors found the dog – which had a red eye - in the rear yard tethered by a chain and harness in the rain.
Eun agreed to surrender the dog and a subsequent veterinary examination found the animal to be slightly underweight and covered in an unknown sticky substance.
A vet also found the retina in the dog's right eye had been detached for a long time, possibly from previous trauma or a congenital disease.
The RSPCA said the dog had since been successfully rehomed.
