ACT Chief Minister Andrew Barr did not rule out examining Catholic school registration as part of Canberra's response to the issues uncovered during the Royal Commission into Institutional Responses to Child Sexual Abuse over the past five years.

The findings of the royal commission were handed down on Friday. One of the 189 recommendations was that a national memorial should be built in Canberra for victims and survivors of child sexual abuse in institutional contexts.

Two Canberra schools with claims of historic sexual abuse wrote to parents on Friday to apologise for past failings and assure current processes made their colleges safe for today's students.

Marist College Canberra, revealed during the royal commission as Australia's worst Catholic school for child sex abuse, said the school was determined to ensure "such actions" never happened again.

Sixty-three claims were made against Marist College Canberra during the royal commission.

In 2013, commissioners found the Marist Brothers Catholic order failed to intervene and remove offending brothers John Chute, known as Brother Kostka, and Gregory Joseph Sutton from teaching at Marist schools, including Marist College Canberra.

Acting headmaster Ryan Greer said: "We stand shoulder-to-shoulder with victims and their families, never ceasing to be aware of the responsibility and obligation owed to them as they seek redress and where possible, closure and healing for what occurred.

"I again take this opportunity to assure all of our current parent and student community that our contemporary child protection policies and procedures are thorough, fully compliant and extremely robust."

St Edmund's College principal Daniel Lawler also wrote to parents on Friday to apologise for the hurt and suffering inflicted upon sex abuse victims at the Catholic all-boys school.

A Fairfax Media investigation last year found six known child abusers taught at St Edmund's in its first three decades. On Friday, a former teacher was sentenced to eight years in jail for "predatory and wicked" sex abuse committed against a student in the 1980s.

"I reiterate my previous encouragement for any person with any evidence of criminal conduct, no matter how long ago it may have occurred, to take that to the police for the appropriate investigation," Mr Lawler said.

He emphasised the college's commitment to looking after its students and said the school would review and work to improve its care and protection of young people in light of the commissioners' report.

Damian De Marco, a child sex abuse campaigner who gave evidence against Marist during the royal commission, said Catholic organisations should be bound by Australia's mandatory reporting laws.

"Religious rights are not absolute," he said.

"They have to understand that if they're going to operate in Australia they have to operate under our terms.

"The mere fact that they're saying 'It's more important for us to cover this up, our supernatural rituals are more important than stopping a child being destroyed' – it goes against all human logic."

But Archdiocese of Canberra and Goulburn Archbishop Christopher Prowse did not commit to reporting child sex abuse revealed during confession.

"Generally speaking, confession is not a forum in which perpetrators admit failures," he said.

"However, prudent confessors today are well skilled to remove such confessing to a forum outside the confessional."

Archbishop Prowse added: "Over this year, I have strongly advocated the ACT government to strengthen and expand the reportable conduct scheme to include religious organisations."

A survey of data from the Catholic Archdiocese of Canberra and Goulburn undertaken during the royal commission found one in 12 religious who served in the archdiocese from 1950 to 2010 were believed to have abused children.

Archbishop Prowse said he was determined to "forge a more accountable and transparent future direction".

"We can only right the wrongs through actions," he said.

"A thorough examination of the royal commission's report will now take place.

"I support the introduction of a national redress scheme for the survivors of child sexual abuse in which the church will participate, along with state governments."

Responding to a question from Mr De Marco on Catholic school registration on ABC radio, ACT Chief Minister Andrew Barr said it was "something that deserves detailed consideration in the context of the findings of the royal commission."

"The request you make would be a grave and serious issue for us to pursue," he said.

"I'm not in a position to make any commitments one way or the other today but we will certainly look at the recommendations of the royal commission and seek to both respond to them as a territory government and also look to respond to how others respond to those recommendations."

Attorney-General Gordon Ramsay said the ACT would work quickly to implement changes recommended in the commissioners' report, 103 of which related to states and territories.

"The ACT government will issue a formal response to the final report within six months and will continue working alongside other jurisdictions to finalise a survivor-focused national redress scheme for victims of institutional child sexual abuse," he said.
