The software that runs the ACT's speed cameras has been forced to undergo "band aid fixes" as new technologies like mobile and point-to-point cameras overwhelm the ageing computing system.

The number of mobile speed cameras will increase from six to eight in the new year and the Traffic Camera Office (TCO) is on the hunt for a new system to manage the collection of data to issue speeding fines.

Tender documents revealed the existing system was acquired in 2001 from a third party vendor that has since gone out of business.

The adjudication system is currently running on unsupported software and the hardware and software has been "constantly patched" to keep up with new camera technologies such as the point-to-point system and new fixed and mobile camera equipment

"There are numerous inefficient workflows and operational deficiencies due to continuous software freezes and defects,"tender documents said.

"The overall performance of the adjudication system is too slow for the efficient management of the TCO ... and is now effectively 'held together' through uncontrolled software patching (i.e. 'band aid' fixes)."

A spokesman form Access Canberra said while the system had not failed as such: "the territory is taking the opportunity to replace it before it starts to fail and a new system will provide the opportunity to streamline and improve customer services".

"For example it is anticipated a new system will enable motorists the opportunity to view online images associated with infringements, providing evidence of the infringements," the spokesman said.

The computing system collects photos and videos of motor vehicles caught breaking the speed limit and sends them to the Traffic Camera Office at 2am every day.

The images are viewed by an adjudicator who confirms the registration details and determines whether there was an infringement.

Twice a week the infringements are passed along to rego.act, where the infringements are processed.

In the past year, the territory's 27 fixed-speed cameras have given out 41,658 infringements while the six mobile cameras have detected 19,447 infringements.

A 2014 auditor general report into speed cameras called into question the effectiveness of the ACT's network of speed cameras.

It found there was a relatively high rejection rate of potential infringements, which indicated "inefficiencies" in the adjudication system.

Access Canberra said the replacement system will also address the issues raised in this report.
