A Canberra public servant, who wishes to remain anonymous, dropped in to check her ticket while getting a bite to eat and claimed the substantial prize.
"I came in to grab some lunch, check my ticket and get another ticket. So it's been a pretty rewarding lunchbreak!" she joked. "I think I need to pinch myself."
Overwhelmed by the windfall, the regular player said she planned to use the money to retire early and help her family.
"I've got family members I want to help and I look forward to breaking the news to them – not that they're going to get all of it" she joked.
"I might retire early too. Travel is also certainly on the cards. I might go travelling and keep going until Christmas!"
The lucky winner bought her 24-game QuickPick from Thistle Kiosk at Westfield Woden.
The six winning numbers in Oz Lotto draw 1209 on Tuesday April 18 were 42, 13, 33, 44, 39, 29 and 27. The supplementary numbers were 15 and 31.
Thistle Kiosk owner Tania Dezman they'd had a number of division one winners over the years and was glad to see the winner was a regular.
"We're a very lucky store, we've had a number of division one wins in recent years," she said.
"We've been busy all morning as customers come in to check their tickets to see if they're the ones who won Oz Lotto.
"Congratulations to the winner, we hope they enjoy their prize!"
The Lotto's division one winning tally has now reached 320 so far this financial year, including 85 won by NSW Lotteries customers.
The new Canberra millionaire was one of three division one winners on April 18, with another in the Northern Territory and a third in New South Wales.
