A new report into road crashes last year found the territory recorded 829 casualties and 125 hospital admissions, while 40 per cent of fatalities and 30 per cent of injuries involved road users not driving cars.

Set to be released by Justice Minister Shane Rattenbury on Wednesday, the government's 2014 ACT Crash Report found the territory recorded 2.6 fatalities per 100,000 people last year, well below the national average of 4.9 fatalities.

However, the figures showed an uptick in fatalities from the 2013 report, which recorded 1.8 fatalities per 100,000 people. Nationally, the per capita average fell by 0.1 per cent from 2013.

The 7782 reported crashes involved 15,115 vehicles. Of the 10 fatalities, four involved cyclists, pedestrians or motorcycle riders, considered vulnerable users of the roads.

The most frequent crash type was rear-end accidents, representing 45 per cent of the total. Right-angle crashes recorded the highest severity rates.

March was the worst month for road crashes in 2014, with 721 recorded and two fatalities.

The biggest number happened on Wednesdays but 10.18 per cent of casualties occurred on weekends, compared with 8.49 per cent on weekdays.

Afternoon peak hour traffic was the worst with 1023 crashes, or 13.15 per cent, happening between 5pm and 6pm. Morning drivers between 8am and 9am had 884 crashes or 11.36 per cent of the total.

Casualty crashes were most common at uncontrolled locations at 48 per cent, followed by give way signs at 26 per cent and traffic lights at 22 per cent.

More than 50 per cent of total crashes and those causing casualties occurred at intersections, while T-intersections recorded the highest proportion of crashes.

Mr Rattenbury said drivers aged between 20 and 24 were most commonly involved in crashes.

The figures come as the number of cars on ACT roads increased by 25 per cent in the past decade and following a 7 per cent increase in the total number of morning peak car trips between 2006 and 2011.

"While a higher number of crashes occurred during peak travel times, on weekends and late at night there was a disproportionate amount of casualty crashes relative to the volume of traffic," Mr Rattenbury said.

"On weekends 10.18 per cent of crashes resulted in casualties compared with 8.49 per cent on weekdays."

The report showed four fatalities and 247 injuries involved cyclists, pedestrians and motorcyclists, all considered vulnerable road users.

This category represents 40 per cent of fatalities and 30 per cent of injuries.

"Another area of concern is that young and novice drivers continue to be over-represented in ACT crashes, with provisional drivers representing 15 per cent of drivers involved in injury crashes and 20 per cent of fatal crashes, despite being approximately 6 per cent of licence holders," Mr Rattenbury said.

The ACT government announced a review of the graduated driver licensing scheme in April 2014.

Mr Rattenbury said the government was working to provide safe and accessible infrastructure for all road users, including those not using a car.

So far in 2015 there have been eight deaths on ACT roads.
