Suicide remains a leading cause of non-medical deaths while Aboriginal and Torres Strait Islanders remain over-represented, making up one in every 13. Population data would suggest the rate should be about one in every 55 child deaths.

The latest annual report from the ACT Children and Young People Death Review Committee will be tabled in the Legislative Assembly on Tuesday by Minister for Children and Young People, Mick Gentleman. It considers 155 deaths of children since July 2010.

Between July 2004 and June 2015, 383 children under the age of 18 died in the ACT, of which 97 normally lived somewhere else. Currently seven deaths are being considered by the coroner.

The report shows the majority of deaths occur in the neonatal period, the first 28 days of life, and are a result of medical causes or extreme prematurity.

Outside of medical causes, the main causes for all ages between July 2004 to June 2015 were transport accidents, responsible for 16 deaths, or intentional self-harm, responsible for nine deaths.

The report said the cause of death for 15 children could not be ascertained.

"Efforts to reduce the overall number of deaths appear to have had some positive impact, with 2014–15 recording one of the lowest incidents of death in the last 10 years," the report said.

"The higher proportion of deaths among Aboriginal and Torres Strait Islander children and young people warrants further attention. The number of interstate child and young person deaths increases the overall death rates of the ACT."

The committee works to learn from the deaths of children, to help prevent similar events in the future. It administers a complete register of all the deaths of ACT children and young people who die before the age of 18. It also makes recommendations to government and other organisations about required changes to service provision, legislation and practices to prevent children dying.

Committee chair Penny Gregory said a moderate decline in the number of deaths of children and young people had been observed and rates of death from children sleeping in the same bed as adults had dropped dramatically.

"There is, however, a stark over-representation of Aboriginal and Torres Strait Islander children in a number of areas which is a continuing and disheartening feature of the report," Dr Gregory said.

"In line with previous years and national trends, the ratio of deaths of Aboriginal and Torres Strait Islander children and young people was one in every 13 deaths where, given the population we'd actually expect to see one death of an Aboriginal or Torres Strait Islander child in 55 deaths."

"The take-aways from this year's report are to be vigilant and watchful around our children and young people; look for signs and be aware of how you can support them to continue to be safe, well and happy."

The committee encouraged parents, guardians and the community to be vigilant about children's safety, including around swimming pools and household items such as batteries.

The committee's next focus will be on reviewing the deaths of children aged between 0 and 3 years, given high mortality rates in the age group.
