And the new web-based system could be expanded to accommodate other types of National Capital Authority transaction, such as boat permits and events booking, tender specifications say.

Paid parking will be introduced on national land in Parkes, Barton, Russell and Acton as of July 1, forcing bureaucrats who work there to pay $11 a day.

Employers in the area face a choice of charging their workers for parking or incurring a fringe benefits tax liability on the perk.

The NCA has already purchased $2.25 million worth of parking meters - that take fees from cash credit cards and mobile phones - to police the estimated 7600 daily rate parking spaces.

But the machines will only be capable of issuing tickets with a maximum of one week's duration.

Tender documents say the NCA also wants the option of motorists buying medium- to long-term tickets online through an outsourced payment gateway.

The plan will allow public servants to avoid daily queues to feed the meter by logging in and paying online through a 24-hour, highly secure and user-friendly, web-based system.

The tickets - to be prominently and permanently displayed on a vehicle windscreen - will then be delivered to buyers within three business days.

The webpage would be accessed via a portal link on the NCA's existing site.

NCA staff will be able to access the system in order to monitor payments, ticketing and permits and generation of reports.

Tender specifications say the tickets would include a unique identification number and anti-fraud device, such as a holographic logo or strip, similar to that on a disability parking permit.

As with car registration stickers, the colour and character of tickets will change yearly so inspectors can easily identify a valid ticket.

The documents say tickets will not be transferable and, regardless of the date of issue, will expire on June 30 each year. The NCA specified the system should be fully operational by June 9.

Departments will be able to purchase tickets in bulk on behalf of staff for a large number of parking spaces.

"These staff would need to be identified as members of that agency (with secure IDs provided), through a username/password," the tender documents say.

"An additional ticket type should also be considered to avoid abuse, these particular tickets will need to be coloured differently and only be valid in selected zones to avoid individuals on-selling or lending tickets to others."

The success of the system could lead to an expansion in web-based payment methods for NCA services.

"The solution should be readily and cost effectively expandable, for example to accommodate additional types of tickets/permits such as boat permits and event bookings, as NCA may reasonably require."

The tender closes on April 3.
