The search uncovered cannabis plants at various stages of maturity throughout most of the rooms in the house, court documents allege.
The system was described as sophisticated, and included lighting, irrigation, climate control, and exhaust systems.
Plastic sheets lined floors and walls, while a set of handwritten instructions detailing the steps in cultivation were also discovered.
A further 30 kilograms of dried cannabis bud was found in bins near drying beds, police say.
Tomislav Tomas, 40, and Zoran Milenkovic, 40, have been charged with trafficking in a commercial quantity of cannabis, an offence that carries a maximum prison sentence of 25 years.
They appeared before Magistrate Peter Dingwall on Thursday, represented by lawyer Kamy Saeedi.
The ACT Magistrates Court heard prosecutors had dropped their opposition to bail for the pair, subject to a number of conditions being imposed.
Prosecutors expressed fears the pair may try to collude and "get their stories straight", seeking a condition to prevent them from communicating.
Interviews with the pair have already been conducted, and Mr Saeedi said the evidence made it hard for the pair to now change their stories.
Mr Dingwall agreed it would be obvious if they suddenly changed their story and did not impose that condition. He also questioned the need for strict police reporting requirements for the pair.
Not guilty pleas were entered, and the men were bailed. They will need to pay $10,000 if they fail to appear, and must reside as directed, give up their passports, not approach any international point of departure, and report to police once a week.
The matter will return to court in August.
