The latest polling results continue Labor's decline and show more Australians than ever before are opposed to the tax.

Only one third of respondents support the new carbon pricing regime.

But while Opposition Leader Tony Abbott described the polling results as ''electoral justice'', Ms Gillard said it could take months before people realised the Coalition's fear mongering was baseless.

''This isn't about the polls. This is about what's right for Australia's future,'' she said.

''There has been a hysterical fear campaign from the doomsday merchants … People are in a position, from the start of carbon pricing and in the days ahead, to weigh the worth of those claims. I think we will see people in the months to come, working out what carbon pricing is meaning for them, and working out what it is meaning for the nation.''

Most electricity retailers have agreed to include a flyer from the government in bills they mail to their household customers.

The flyer will accompany mailouts covering billing periods between July 1 and December 31 and provide information about the impact of the carbon price on electricity costs.

Mr Abbott conceded that people may not have felt any adverse impacts of the tax yet, but he insists they will. And he said Labor's poor polling results could not be fixed with government handouts.

''I think that governments which do the wrong thing by the Australian people, that tell lies before an election to the Australian people, are rightly punished by the Australian people,'' Mr Abbott said. ''This is the electoral justice that awaits governments that aren't honest and straight with the Australian people.''

As political leaders fanned out across the country to prosecute their respective cases, shadow health minister Peter Dutton went to Queanbeyan Hospital to warn of rising costs.

''The advice from the state ministers is that there is no compensation for this carbon tax,'' he said.

His claim was disputed last night by Climate Change Minister, Greg Combet, who said federal funding was indexed to account for rising costs.

Mr Dutton said the NSW Treasury estimated the rise in electricity costs for public hospitals on average from the carbon tax was $120,000 a year.

''These people [the hospital management] don't have any capacity to try to defray the costs, it's going to impact on services,'' he said.

''If it's an extra cost of $120,000 a year to a hospital like this, then in the end hospital managers are going to have to make tough decisions about whether or not they can employ an extra nurse, whether or not they can put extra surgery in place to try to reduce waiting lists.''

Mr Dutton said voters in Eden-Monaro would be hit with a ''double whammy'' by higher electricity prices under the carbon tax and higher premiums for private health insurance.

A spokesman for Mr Combet said where there were increases in public hospital costs due to the carbon price, existing federal funding arrangements would automatically increase to help meet these impacts.

''The federal government funds public hospitals through the National Health Care Agreement and funding is indexed at over seven per cent a year and this funding rises as costs rise,'' he said.

The Liberal candidate for the ''bellwether'' seat of Eden-Monaro, Peter Hendy, said while the impact for an average hospital was estimated to be $120,000, the Queanbeyan Hospital was sizeable.

''It's got a big emergency department, something like 16,000 people go through emergency every year,'' he said.

Mr Hendy defended Mr Abbott's shrill warnings on the carbon tax.

''It's the biggest carbon tax in the world, that's not making scary statements, that's a fact, it will have a significant impact across the community,'' he said.

Labor Member for Eden-Monaro, Mike Kelly, said it was outrageous that the Liberal Party was spreading false information in his electorate.

''This is taking politics to a new low,'' he said.

''And they've got a damn gall coming to my region to talk about health issues when we suffered a dozen years of neglect in our system when Abbott [as Health Minister] ripped $1 billion out of the health system.''
