Adrian Phillip Masters, 32, was stopped and searched in Bonython on Thursday, police finding cannabis and methylamphetamine in his Holden Commodore.
Masters, of Monash, was held in custody overnight and appeared before Magistrate Robert Cook on Friday morning.
He was charged with dealing with money suspected to be the proceeds of crime, trafficking in cannabis, and trafficking in methylamphetamine.
Police said in a statement to media that they had stopped the Commodore on Tenison Woods Circuit at about 3pm.
They allegedly discovered more than four kilograms of suspected cannabis, one ounce of suspected methylamphetamine, as well as cash in the car.
ACT Policing said the estimated street value of the drugs was more than $40,000.
Masters appeared distressed when he fronted court on Friday morning.
He made no application for bail and did not enter pleas to the three charges.
Masters will reappear in the ACT Magistrates Court next week.
