Navjot Sekhon and Kyah ''Burma'' Han were walking along Henty Street in Braddon about 5.30am on February 10, after a night out partying with friends.
A white trayback ute drove down the street, but police believe the two teenagers were hidden from sight.
The driver doubled back along the street, police say, approaching the pair from behind near the Canberra Rex Hotel.
Chilling CCTV footage captures the moment when the ute, for reasons still unknown, plowed into the two men, leaving them sprawled on the concrete. The driver did not stop, but handed himself in to police days afterwards, after seeing media reports about the alleged hit-run.
Mr Han was left with serious injuries. He was airlifted to Sydney, with fears over broken vertebrae in his neck, one in his spine, and possible brain damage.
But the teenager has recovered remarkably well, waking from a coma on his birthday, and showing strong signs of progress. He is understood to have left hospital two months later, in late April.
Mr Sekhon suffered less severe injuries, and was released from hospital soon after the crash.
Despite the driver handing himself in, no charges have yet been laid, and no one has been taken before the courts. Investigators are still waiting on a number of forensic and medical reports, before they make a decision on a formal charge.
Fairfax Media understands that police are expecting to issue a summons to the driver within the next several weeks. A possible motive for the hit-run has still not been made public, and it is not known whether there was a link between the driver and the victims. Mr Sekhon said earlier this year that he had no clue who the driver involved was, or why he ran them down.
Police had earlier warned people against pre-judging the man who handed himself in, particularly over social media. They examined a ute found at the man's address.
