But lawyers for the dog’s owner said the Canberra community had a right to know the outcome.

Police reportedly told the RSPCA ACT the capsicum spray fired by the officer did not hit the animal.

CCTV footage revealed on The Canberra Times last week showed a plain-clothes Australian Federal Police officer spraying towards a chained dog during a search of an unoccupied Griffith house in May.

It also showed a plain clothes AFP officer barking at the dog. The dog charged but was stopped well short of the man by its chain. The officer then shot a burst of oleoresin capsicum spray directly at the stationary animal and it quickly retreated out of sight.

Minutes later, three AFP officers could be seen apparently laughing, with one recording on his mobile phone. The officer who used the spray later threw a stick towards the animal and left.

The male officer had been shifted onto a desk job and was the subject of an internal investigation by AFP Professional Standards.

Police declined to comment when asked on Tuesday if the findings of the investigation would be made public.

“There is a [Professional Standards] investigation currently underway and until that investigation is completed we will not be making any further comment,” a statement said.

ACT Chief Police Officer Rudi Lammers said on Monday the publication of the outcome depended on investigators.

Mr Lammers said a decision to remove the officer from frontline duty, which meant he would not be able to use capsicum spray, was "a reasonable response" to the incident.

Lawyer Peter Woodhouse said it had been more than a week since his firm had heard from the AFP about the complaint.

“We are concerned they are circling the wagons,” Mr Woodhouse said. “The results of the investigation should be open and transparent. The public has a right to know.”

On Friday, RSPCA ACT chief executive Tammy Ven Dange said the behaviour had been "inexcusable" towards a dog that was tethered and obviously could not hurt the officer.

It issued another statement on Tuesday, saying it had continued talking with police about the matter.

"Many people may not realise that police officers are also authorised by the Animal Welfare Act as animal cruelty inspectors. Since the original complaint went to the AFP rather than to RSPCA ACT, they are obligated to continue with this investigation even though it is an internal case," it said.

"We have offered our assistance to the AFP in this matter. They have told us that the dog was not actually hit by the capsicum spray. However, they did not know whether or not it was hit by the stick that was thrown. We will continue to stay in touch with them as their internal investigation progresses, and will let you know about any new information that we might receive regarding this case."

It said the fact the incident involved an "authorised animal cruelty inspector as a police officer is disturbing".

"However, it has not been something that we have witnessed before from other officers," it said.

The dog's owner Justen Storay lodged an official complaint with police through his lawyers at Canberra law firm Ben Aulich and Associates.

On Monday, Mr Lammers said it was ''far too early to tell'' whether criminal charges would be laid against the officer.

"I wouldn't want to second guess anything that's recommended after the investigation's complete," he said.
