The boy, who police identified simply as "Dylan" was last seen at 10am on Wednesday on Katherine Avenue in Amaroo, and was found at about 3.20pm.
The boy is a student at Good Shepherd Catholic Primary School, according to police.
He was wearing his school uniform when he went missing - a blue polo shirt, navy shorts and his broken leg in a moon boot.
Police were combing the area for clues on Wednesday.
ACT Policing acting sergeant Shaun Pine said the boy was found by a member of the public.
"As a result of receiving that information one of our patrols was dispatched to attend the location where it was confirmed he was safe and well and he was returned to his mum and dad," he said.
"ACT Policing always take missing person reports seriously and utilises as many assets as required to locate the missing person and take them to a place of safety and that's exactly what happened today."
Acting sergeant Pine said police used a number of channels including social media to spread work of the disappearance and appreciated the community's help.
"The public played a massive role in locating our missing person which is greatly appreciated by ACT Policing," he said.
