iiNet, which took over the TransACT business last November, said the issue had affected 23,000 active accounts, with 12,000 mailboxes fully restored as of late last week.
''We are now progressively restoring emails received prior to 15 October back into customer mailboxes,'' a spokesman for iiNet said.
One Canberra business said that it could not send or receive emails between Tuesday afternoon and Thursday morning.
It said that while its workers can now send, incoming mail is still not getting through, with more problems expected for them and for customers if the problems are not fixed soon.
The iiNet spokesman could not say when all the email systems would be restored.
''The process is a long one because we are being cautious to make sure we do everything to ensure the integrity of the data,'' he said.
''Once this fault is completely resolved, we'll migrate Grapevine systems onto the highly fault-tolerant iiNet platforms.''
