But the pair's barrister Alyn Doig said there is scant evidence to support that link, and Magistrate Beth Campbell paid little heed to unsupported claims of a "turf war" between the two clubs.

Patrick Fortuna, 25, and Christopher Guymer, 29, were arrested on Saturday, after police received reports of gunfire off a section of the Monaro Highway in Calwell.

Officers pulled up behind Guymer's work car, and a constable asked:

"What are you guys up to?"

Fortuna, who has the words "Rebels" and "forever" tattooed above his eyebrows, is said to have responded:

"Just pulled over to have a piss."

Police soon found two sawn-off shotguns and a significant amount of ammunition and drew their weapons, ordering the pair to lay flat on the road.

One of the weapons allegedly had a live round in the chamber, while there was evidence that two shotgun rounds had been fired.

The pair were held in custody and brought before the ACT Magistrates Court on Monday.

Police told the court they believe the pair were shooting street signs, although they have not been charged with those acts.

The pair made an application for bail, which was opposed by the prosecution.

An officer told the court he believed the pair were planning revenge for a drive-by shooting on the home of Guymer in Kambah in March.

That shooting saw bullets go through the windows and pellets lodge into furniture about 10.30pm. No one was hurt.

The officer, attached to the anti-bikie Taskforce Nemesis, also told the court that tensions between the Rebels and the Comancheros were currently heating up across the country, although there was no direct evidence of the situation in the ACT.

"The Rebels and Comancheros are currently at odds with each other, which is a pleasant way of putting it," the detective said.

The prosecution feared the men, if released, would reoffend, attempt to interfere with evidence or witnesses, or obstruct justice by colluding with each other to invent a story.

But Mr Doig asked what would prevent the pair speaking in the Alexander Maconochie Centre if not given bail, or reoffend behind bars, pointing to several recent security breaches at the facility.

He said the pair would comply with strict conditions to report to police, not contact each other or another witness, abide by a curfew, and that one could reside away from the Rebels clubhouse in Wanniassa.

Ms Campbell said she feared the pair would continue to have access to firearms if released, and posed a risk to public safety.

She said she tried not to pay heed to conjecture about a so-called "turf war" because of the lack of evidence.

But she said, even without that circumstance, she was left with a situation in which two men had recent possession of guns, and could be a danger to innocent members of the public.

"That's enough in my mind to cause enormous anxiety in the community," she said.

The pair were refused bail and will reappear in the ACT Magistrates Court in June.

The police evidence created significant confusion in the court.

A police bail consideration form alleged that Fortuna was found in possession of knuckle dusters and a knife, because the vehicle was his.

But the vehicle in fact belonged to Guymer, and it was him who was charged with possessing those two weapons.

Police documents also mistakenly put Saturday's incident as occurring in the morning, rather than at night.

The confusion was only cleared up because of the physical presence of the detective.

Magistrates and barristers have recently expressed concerns over the reliance on bail consideration forms in lieu of the police witnesses physically giving evidence, something that has become a practice of the prosecution and ACT Policing.
