A spokeswoman for Social Services Minister Christian Porter this week issued virtually the same response his office put out in April, saying the government "strongly supports" the Senate inquiry and is "carefully considering" its findings and recommendations.

The report was finished in November last year and outlined deeply disturbing instances of abuse.

These included a woman with cerebral palsy being starved to death by her parents to people with disabilities being physically and sexually abused, at home, in institutions and at school.

There was even evidence given of a Canberra woman in her 90s with mobility issues being sexually assaulted by a carer in a residential aged care facility.

"The committee is very disturbed by the significant body of evidence it has received which details the cruel, inappropriate and, in many cases, unlawful treatment of Australians with disability," the report read.

The minister's spokeswoman said a "new timeline for the government response" would be established when parliament resumed.

"The government's response to the Senate committee will address the question of a royal commission and we are not going to pre-empt that response," she said.

Inquiry chairwoman and Western Australian Greens Senator Rachel Siewert said the committee made 30 recommendations including a royal commission into instances of violence, abuse and neglect of people with disability and the establishment of a national disability complaints mechanism.

"The Senate committee just touched the sides on the issue because we have limited resources," she said.

"We always recognised our inquiry wasn't going to be enough but we thought it was a start to putting more evidence to government about the extent of the issue.

"I intend during the next parliament to keep the pressure on the government wherever we can.

"The abuse of people with disabilities is a really important issue and it's widespread. It's happening in different institutions, in people's homes, and it needs the powers of a royal commission.

"I've clearly seen and heard the evidence that shows that it's needed."

ACT Liberal Senator Zed Seselja was deputy chairman of the inquiry. He declined to comment when his office was contacted this week, other than to echo the words of Mr Porter.

The inquiry also looked into the issue of chemical or mechanical restraints against people with disabilities. This week a former disability support carer in Canberra revealed the mother of an intellectually disabled client forced her to tie up the woman for 30 minutes at a time while the carer cleaned the house.

"We received evidence during the Senate inquiry that restraint was being used a lot and it was ongoing and no government should be able to get away with saying things have improved," Senator Siewert said.
