But the pressure is on to seek support for the plan from the ACT government before it shifts into caretaker mode ahead of the October poll, CEO Tammy Ven Dange said.

"We are trying to work with the government to try and facilitate a surrender process," she said.

"I don't think it will be a problem to re-home all those in the ACT, the challenge is how much more can we do to support those in NSW."

The logistical challenge ahead is there is no clear picture of the number nor the timing of the influx now the ban has been announced.

"There is over 6000 dogs registered to race in NSW and locally there are about 100 registered racers in the ACT," she said.

"No one knows for sure because they haven't had any requirement to be visible before but if we wanted to estimate of the total number of dogs, it is probably two to four times that."

Bolt and Lightning are the first greyhounds to be surrendered by an ACT-based trainer since the ban.

The happy pair has passed behavioural assessments and health checks and are waiting to be de-sexed before they are available for adoption.

Ms Ven Dange said a few legislative amendments would make the process far easier.

She has made recommendations to remove the requirement for greyhounds to wear a muzzle in public if the dog has not passed a green collar check as the tests are lengthy, costly and unnecessary if the animal is not deemed dangerous.

Racing greyhounds are one of the rare exclusions to the compulsory de-sexing provision in the ACT Domestic Animals Act – amending this would halt further population growth as both jurisdictions coped with the volume of surrendered dogs, she said.

"We are hoping the stakeholder group we have going will be stood up before caretaker mode happens," she said. "The legislation recommendations we've made probably won't happen until the next sitting or the following one."

In the meantime Canberrans can register their interest on the RSPCA ACT website to adopt, foster or donate to support the re-homing process.
