CCTV cameras detected the 39-year-old man, of no fixed address, entering the secure site on Flemington Road around 4am yesterday.
A security guard was sent to the site, where he allegedly found the man attempting to steal from a vending machine. Police allege the man hit the security guard's arm with a torch, before being detained by the security guard and his dog.
Police were called to the scene and arrested the man, who also allegedly had a key to a stolen vehicle parked nearby the site.
The man was taken to the ACT Watch House, where he was charged with stealing a motor vehicle, burglary, attempt theft and common assault.
The arrest demonstrated the effectiveness of security measures such as CCTV cameras at construction sites, Acting Superintendent of North District Peter Davis said.
"We encourage construction site managers to properly secure or remove tools and valuable equipment after hours and on weekends and, where possible, install secure perimeter fencing and CCTV cameras to help their construction site from being targeted," he said.
"The security measures enforced by this construction site led to the arrest of this man by police."
The man will face the ACT Magistrates Court today, where bail will be opposed by police.
