A police bullet made him a quadriplegic 13 years ago and then he had a court strip him of $8 million in compensation.

Now he has been caught up in the Mr Fluffy saga plaguing the ACT.

Mr Crowley still suffers from ongoing health issues from the shooting and requires care, but has managed to maintain a small level of independence.

He lives on his own in a government unit – about 500 metres from his elderly parents' home - with the help of a care team and his family. But he will be forced to leave his Chapman home in the coming months as the ACT government moves to demolish Mr Fluffy homes.

He does not yet know where he'll be moved to as ACT Housing need to find and fit out a modified house to suit his needs.

Mr Crowley – who is one of five government housing tenants affected by Mr Fluffy – fears the effect the relocation will have on his hard-won autonomy, especially if his new home is across town from his family.

"I'm a bit worried I'll lose my last bit of independence," Mr Crowley said. "My unit is safe but in the long-term they still need to demolish it and relocate me.

"This is my neighbourhood. It's where I grew up, I don't want to leave."

A Community Services Directorate spokesman said ACT Housing, in consultation with the Asbestos Response Taskforce, had started the process of finding suitable alternate accommodation for the five affected government tenants.

"Three tenants are expected to transfer to their new homes by January 2015," the spokesman said. "Housing ACT will continue to seek accommodation to suit the needs of the remaining two tenants."

The spokesman made assurances the homes were safe to occupy, with risk mitigation work carried out where required.

"Asbestos testing at [Mr Crowley's unit] in late August found no fibres in living areas of the home.

"We have been in communication with all the tenants affected by the presence of Mr Fluffy asbestos to ensure their safety and discuss plans.

"The safety and security of all Housing ACT tenants is a priority for Housing ACT."

Mr Crowley suffered a psychotic episode in December 2001, when he left his family home with a kendo stick. He walked through Chapman chanting religious slogans and was confronted by police who shot him in the neck after attempts to subdue him with capsicum spray failed.

An ACT Mental Health psychologist had recommended he receive hospital treatment the day before Mr Crowley was shot.

Mr Crowley sought compensation through the courts, launching a lawsuit against the Australian Federal Police, the officer who shot him and ACT Mental Health. He initially won a $8 million payout in May 2011 when the ACT Supreme Court found both Mental Health and the AFP both had breached their duty of care.

But the victory was short-lived with ACT Court of Appeal stripping him of the compensation in December 2012.

Mr Crowley's quest for justice ended with disappointment in June 2013 when a special leave request to appeal against the court of appeal decision was rejected by the High Court.
