Details are included in the One Canberra report, released on Tuesday, which also recommends the ACT Government work with media outlets to promote positive stories about multicultural communities.

Former ACT minister John Hargreaves, who co-chaired the reference group writing the report, said it was time to "shout from the rooftops" about the city's positive attitude.

"We had the whole gamut of people coming together to show some leadership in Canberra around feelings of negativity that were pervading other cities like Melbourne and Sydney," he said.

"What we're seeing actually happen is Canberra showing leadership in the rejection of the word 'tolerance' when you talk about multiculturalism or interfaith. Instead, we're are talking about the embracement, we're talking about the exploitation of the positivities of multiculturalism and interfaith observance.

"Young people are saying to us, this is what we want to show off."

Canberra has residents from nearly 200 countries, with more than a quarter of the territory's population born overseas.

ACT Multicultural Affairs Minister Yvette Berry said the report followed from a symposium held late last year to strengthen social cohesion.

"This was at a time when some Canberrans may have been feeling vulnerable following heightened police activity around potential terrorist targets in Sydney in September 2014," she told the Legislative Assembly.

"While I'm excited to be tabling this report, I'm saddened to see that now again in 2015 we are seeing similar police activity, and behaviour from some members of the community that seek to marginalise and persecute people for their religious and cultural beliefs.

"The unfortunate reality is that racism exists but as the reference group members know and have shown, the best way to respond to this intolerance is through positive action to create understanding and belonging for all Canberrans.

"I'm heartened by the fact that Reclaim Australia rallies held around Australia were not widely supported here in Canberra and that counter rallies promoting inclusion, understanding and a more welcoming community have been much stronger.

"But that doesn't mean we should be complacent and that's why the report is so important."

Ms Berry said some of the recommended events were already being organised, such as the "Welcome to Australia" march and kite-flying this weekend.

"We're already an inclusive community," she said.

"The recommendations are not something really unusual or innovative, they're like everyday things that we do anyway…in some ways formalising what we already do."

Co-chair of the reference group, Azra Khan said the ACT was ahead of other parts of Australia in bringing the community together.

"To me that is probably one of the key features of the whole One Canberra process," she said.
