But in what would appear to be a unique criticism of the Abbott government, a monarchist has questioned the lack of official action in marking Her Majesty overtaking Queen Victoria as Britain's longest reigning monarch this week.

Australian Monarchists League ACT and region branch chairman Scott Coleman said a "loyal address", a hand-prepared document made out of vellum (calf skin) congratulating the Queen and signed by more than 100 donors, would be sent to London after Wednesday's record-breaking day.

"It looks like paper, but is designed to last many hundred years – our own Constitution and the Magna Carta and the United States constitution were written on vellum," he said.

Mr Coleman, 25, from Waramanga, said the sovereign was an important unifying and stabilising force for good in Australian society and the Queen, who turned 89 in April, had represented that role "so well".

But fellow ACT league member Garth Leggatt, 37, said he was disappointed with the federal government's lack of plans to mark the historic day.

The Monarchist League had suggested that the federal and state government make joint addresses from both houses of parliaments, as well as a 63-gun salute (one for each of the years on the throne), new pictures of the Queen in government offices and, in Canberra, a flag display planted on the slopes of Parliament House.

Mr Leggatt said a national service of thanksgiving, to be attended by the avowed monarchist Prime Minister and federal cabinet members at St Paul's, in Manuka, on Thursday morning, had been organised by a group of parliamentary supporters, not the government. Monarchists including Senator Eric Abetz attended an event on Tuesday at the Commonwealth Club looking forward to the day when the Queen will outlast her great-great-grandmother.

"As far as the commitment she has to her duties, I can't see how she has put a foot wrong in the 60-plus years – and that is something you cannot say for any other public official," Mr Leggatt said.

The Queen became the world's oldest current monarch after the death of King Abdullah of Saudi Arabia in January. She is not the longest-serving however, with the king of Thailand into his 70th year on the throne.

Any Canberra resident can donate to the Loyal Address appeal, with those who donate $50 or more by September 8 entitled to sign the document.

Prince Charles and the Duchess of Cornwall will visit Australia in November.
