New changes to the ACT's road transport rules will be introduced into the Legislative Assembly, making it an offence for drivers to consume alcohol while behind the wheel or while supervising a learner driver.
Justice Minister Shane Rattenbury said ending drivers' rights to a "traveller" would improve road safety, along with new bans on bicycles powered by petrol engines on public roads.
Mr Rattenbury will also table a series of reports on Canberra's speed camera network during Thursday's sitting.
He will make public the government's response to a report considering damning criticism by the ACT auditor-general on speed cameras, which found there was no evidence they stopped drivers from speeding.
Released in March 2014, the auditor's report said speed camera reliability was poor, found escalating maintenance costs and a significant rise in the total number of rejected fines.
The government will release its own report on speed camera use in the ACT, prepared by experts from the University of New South Wales transport and road safety centre.
New strategies for speed cameras and for the deployment of mobile cameras will also be made public on Thursday.
"It will now be an offence for drivers to consume alcohol while driving or supervising a learner driver," Mr Rattenbury said.
"Allowing drivers to consume alcohol while driving is inconsistent with the "drink or drive" road safety message. This new law sends a clear message that there needs to be separation between drinking and driving and brings the ACT in line with most Australian jurisdictions."
Other changes will make it illegal to ride bikes powered by an internal combustion engine on public roads, and will create new bans on burnouts, J-turns and drifting.
Mr Rattenbury said current laws were not broad enough to cover the variety of dangerous driving manoeuvres used by some drivers and for appropriate penalties to be issued.
"As much I support people riding bikes, petrol-engine bicycles pose a serious road safety hazard," he said.
"These bikes can travel at high speeds for which they are not designed. The failure of brakes or other safety components can pose serious consequences, and has led to deaths and serious injuries – including here in the ACT."
The ban comes after similar restrictions became law in New South Wales and Queensland and has strong support from the ACT cycling groups and bike retailers.
Auditor-General Maxine Cooper said last year existing speed cameras were unlikely to be in the right places, as there was no strategic basis for their positioning. Dr Cooper said 13 mid-block speed cameras were not doing their job and urged the government to look at removing them, relocating them or expanding the network.
The new strategy could see the government use crash data to choose new sites for speed cameras and even an increase in the total number to improve effectiveness.
Her report found the ACT's rejection rate for infringement notices was much higher than other states – between 18 and 43 per cent of fines issued in the ACT since 2001 never resulted in a ticket being sent out.
Two technical bills will come before the Assembly on Thursday: one dealing with electricity feed-in tariffs and another dealing with veterinary surgeons registration. A bill tabled in November would see more rules around the use of planning call-in powers in the ACT.
