It's also a sentiment he feels has been awakened in Canberra since her brutal death in late February.

The Tara Costigan Foundation will be officially launched on Sunday at a function at the Hyatt Hotel Canberra.

The foundation aims to offer personalised and dependable support for victims of domestic violence to change their lives.

"Every single domestic violence survivor who wants to get back on with their life, we will give them a Tara's angel," he said.

Mr Costigan has sought mentoring from the McGrath Foundation to draw for the success of its structure, which partners each breast cancer patient with a dedicated nurse whose support is provided free.

He said central co-ordination would ensure the resources used to combat domestic violence were used most effectively to keep people safe.

The foundation plans to host Rock for Tara concert in July, which will raise money to employ more of Tara's angels in the ACT.

In their darkest hour, Mr Costigan said his family had been consoled by the warmth of the Canberra community.

"There is a soul that has been exposed here in Canberra," he said. "This is a city with character and heart.

"As a family we've felt what it is like to be at the centre of that."

Rattled by incredible trauma and loss, Mr Costigan said his family had drawn strength from taking a hands-on approach to attempt to combat domestic violence.

"I'm keen to lobby for the rest of my life, so people should get used to it," he said. "If I wasn't doing this I would be sitting around brooding and grieving so this is a great place to be.

"There will never be enough money to deal with a problem we have created.

"As a society we all need to play a part in the change."
