ACT Education Minister Joy Burch will unveil a new Enterprise Bargaining Agreement for Canberra's 3000-plus government school teachers on Monday morning with a territory-wide email to go to staff on Tuesday.

The offer, which includes 3 per cent each year to provide a cumulative 12.6 per cent pay rise over four years, will see more than 50 per cent of the ACT's teaching workforce earning $100,000 or more by the end of the agreement in 2019.

The directorate has also promised to reduce teacher workloads by a minimum of 20 hours per year across the public system.

Australian Education Union ACT secretary Glenn Fowler said he would be considering the detail of the proposal before discussing the offer with staff.

"I have great respect for the work of our teachers and the results they achieve with students in ACT public schools," Ms Burch said.

"The offer made tomorrow will see more than half of our teaching workforce earning $100,000 a year or more and being able to focus more on their core business of teaching.

"This offer sends a clear signal that the ACT government values its teachers."

The start of this school year was marked by industrial tension between the directorate and its workforce, with staff adamant that they wanted a reduction in work hours for secondary and primary teachers.

The union warned that some primary teachers were working up to 50 hours a week while the directorate maintained ACT teachers were enjoying some of the lowest face-to-face teaching hours in the country.

The union has been lobbying for a reduction in teaching hours to allow schools to provide greater communal staff training.

The previous Enterprise Bargaining Agreement expired last September and the government has been working with teachers and the union to devises a new one since last April.

Ms Burch said she was happy to make this offer, which she believed was generous and which would ensure the ACT had "the best quality teachers delivering the best quality education for ACT children".

"Our teachers work hard, and we want to reward them appropriately for the hard work they do," Ms Burch said.

"The core role of ACT teachers is to teach our students – this offer cuts administrative red tape in schools and allows our teachers to focus more on the class room, where they do the most good for our students."

Such "red tape" included tasks which did not support student achievement, and which were undertaken out of school hours and during the holidays.

"The offer will also see teachers who reach the top levels of professional certification given a pay rise. It is an exciting offer to be able to make to the ACT's high quality teaching staff," Ms Burch said.

"My message to parents is that, in our public schools, we will give their sons and daughters the best teachers and the best education we possibly can."

ACT teachers and principals took industrial action during the last round of EBA negotiations in late 2011 in order to win a pay rise of between 14 and 23 per cent which provided general parity with teachers in NSW.

The bitterly contested pay deal was signed after 10 months of negotiations between union and Education Directorate officials, with breakdowns between the two parties resulting in seven hours of industrial action by the territory's teacher workforce who walked off the job twice in September.

NSW teachers signed a deal in 2013, giving them a salary increase of 2.27 per cent in 2014, 2 per cent in 2015 and 2.15 per cent in 2016.

Ms Burch said she had been advised that comparisons and projections developed with the AEU showed that ACT teacher salaries remained nationally competitive under the new deal, with only Western Australia and Northern Territory demonstrating higher salaries. The ACT paid graduate teachers, as well as those at the top of the range, at a higher level than their counterparts in NSW.
