The young people allegedly smashed a windscreen when they threw rocks at a moving vehicle around midnight on Wednesday night.
Police were called to the scene and spotted three young people near where the incident occurred.
The group fled but they were caught after a short chase.
Police said one of the young people will face the ACT Children's Court at a later date.
ACT Policing North District Superintendent Brett Kidner said throwing rocks or other objects at vehicles was dangerous and could cause serious harm.
Police said investigations were continuing and further charges may be laid.
