At its meeting on Tuesday evening, the council voted against the project, which it said imposed an excessive cost on Tuggeranong residents, given that it would be a long time before they saw any benefits.
In the adopted motion, the council said the ACT government didn't have a mandate for the project and that the council did not support a levy on the city to pay for it.
It also called on the ACT government to make the likely initial capital cost public.
