The truck lost its load at the Ashley Drive roundabout about 4pm.
The accident has caused significant traffic congestion and police have urged drivers to avoid the area.
An ACT Police spokesman said there were reports of traffic backing up to a kilometre.
He said traffic was building up in all directions.
