Toora Women's Inc and EveryMan Australia won the tender to manage the clients and properties left in the lurch by Inanna's sudden closure last month.

But Winnunga Nimmityjah chief executive Julie Tongs expressed disappointment that Inanna's Indigenous programs won't be picked up by an Aboriginal organisation.

Ms Tongs said Winnunga had partnered with CHC Community Housing in a bid to manage the 12 Indigenous-specific houses of the 84 properties that were managed by Inanna, which was forced to close at the end of September.

But their bid, which included managing the Indigenous Boarding House and Indigenous program previously run by Inanna, was rejected in favour of a consortium that included Toora Women's Inc and EveryMan Australia.

While Ms Tongs congratulated the groups, she said the broader Aboriginal community was concerned that "two mainstream non-Aboriginal led and staffed organisations had instead been chosen to run programs of support for Aboriginal people when a highly respected and competent Aboriginal organisation stood ready and able to do so".

"The decision by the ACT government to place responsibility and control of Indigenous-specific programs in the hands of non-Indigenous organisations when there was a more than credible Aboriginal organisation willing and able to manage those programs flew in the face of national best practice and also contributed to the continuing disempowerment and marginalisation of the Aboriginal community of Canberra," Ms Tongs said.

However a spokeswoman from the Community Services Directorate said the directorate already provided more than $250,000 per year to Winnunga to support Aboriginal and Torres Strait Islander people at risk of homelessness through the Housing Liaison Service and the Home Maintenance Program.

"[The] consortium of Toora Women Inc and EveryMan Australia was assessed as the strongest respondent. EveryMan will deliver the Indigenous Program and Indigenous Boarding House Network and will work to engage and develop opportunities in the community sector for these Indigenous programs to be run by Aboriginal and Torres Strait Islander community organisations in the future," the spokeswoman said.

Greg Aldridge, speaking on behalf of Toora and EveryMan, said the consortium had employed three of the four staff who were supporting Inanna's Aboriginal clients in the Indigenous program and the Indigenous Boarding House "ensuring continuity and consistency of support to all of the programs' tenants".

Inanna was forced to close at the end of last month after problems with its financial management and governance emerged.

After Inanna's chief executive and board suddenly resigned, the Community Services Directorate issued an urgent request for quotes to fill the void left by the organisation on September 9.

The tenders were only awarded for nine months and Ms Tongs said she will be urging the next ACT government to separate the Indigenous programs from the non-Indigenous programs in the next round.

She also called on the future government to develop an Aboriginal housing policy as a matter of urgency.

She said her sources indicated the ACT was the only jurisdiction without one.

The Canberra Liberals shadow minister for Indigenous affairs Andrew Wall said the party would work to develop an Aboriginal housing policy if elected.

"The Canberra Liberals recognise Indigenous community organisations often have a better understanding of how best to address the needs of their community and a Canberra Liberals government would be committed to working with them to address the needs of Canberra's Indigenous community," Mr Wall said.

However ACT Labor housing minister Yvette Berry said an agreement Labor signed in 2015 covered the area of housing.

"The ACT's public housing system provides homes for more than 1800 Aboriginal and Torres Strait Islander people and the Labor government has invested significantly in making sure Housing ACT can provide culturally sensitive services to these tenants.

"This includes close consultation with the ACT Aboriginal and Torres Strait Islander Elected Body around the design and construction of dedicated Aboriginal and Torres Strait Islander older persons housing," Ms Berry said.
