Police said two women and a man were at the station to change a flat tyre about 10.30pm.
They said the group was parked near gas cylinders and ventilation outlets for the underground fuel tanks, when one of the women lit a cigarette.
Station employees came out and asked the woman to stop smoking or move away from the area as it was a fire and explosive risk.
Police say the women racially vilified the two staff members, punching and spitting on them.
A 47-year-old woman from Charnwood has been charged with common assault and offensive behaviour and a 49-year-old woman from South Australia has been charged with assault and offensive behaviour in a public place.
The women were released on bail and are expected to appear in court on January 9.
Police are asking any witnesses to contact Crime Stoppers on 1800 333 000 or via act.crimestoppers.com.au.
