Work on demolishing the public housing flats was stopped about 20 minutes after the accident at about 2.45pm on Wednesday, with WorkSafe ACT now investigating the case.
Commissioner Greg Jones said an excavator was pulling down a "high area" of the apartment block when the "cricket ball-sized fragment" of concrete went flying out of the site, over a safety fence and hit a moving car about 50 metres away on Cooyong Street.
It was originally reported that the car was stationary and that the incident happened on Thursday. WorkSafe ACT had now clarified the incident occurred on Wednesday afternoon.
On Friday morning, Fairfax Media was also told the fragment may have been larger than first reported - about twice the size of a cricket ball.
Mr Jones said demolition work stopped immediately after WorkSafe ACT staff were made aware about it, before they set about investigating the possible cause of the accident.
He said the safety investigation would examine several issues including the demolition methods undertaken on the job, the height and location of the safety fence and the nature of the exclusion around the work area.
