The latest instalment of corporate tax transparency figures, disclosed by the Australian Tax Office earlier this week, listed Grocon as one of 98 companies that paid no company tax despite having incomes of $200 million or more.

The disclosure comes amid indications the Turnbull government will include company tax cuts as part of the May 3 budget, with Treasurer Scott Morrison saying it is the best way to drive economic growth.

Grocon's head of development, Dan McLennan, confirmed no company tax was paid for 2013-14 but insisted this was because the company did not make a profit.

"Grocon has not engaged in tax minimisation, avoidance or any conduct that would be at odds with the ethical or community standards," he said.

"The industry in which we operate is very cyclical and our historical results typically have some years with profits, some years with losses.

"Whilst we hope that there are more years with profits than losses, the natural volatility in our financial performance is largely the result of the markets in which we operate."

Grocon, Australia's largest privately owned property developer, is supporting the unsolicited bid by AFL club the Greater Western Sydney Giants to transform the Manuka and Kingston precinct.

The project, which will be subject to public consultation before taken to the ACT government for approval, would be funded by Grocon and the Giants and requires no government investment.The bid details a plan to transform Manuka Oval into an international-standard stadium with a boosted capacity and a roof covering 80 per cent of all seats.

It would also include a massive commercial and residential development on surrounding land, including a new hotel, serviced and residential apartments, 140,000 square metres of retail and office space and 450 car parks.

A 200- to 300-room hotel, about 1000 apartments and an underground car park for about 350 to 450 spaces all form part of the plan, which is expected to take about eight years to complete.

Fairfax Media is not suggesting the Grocon has avoided or minimised the amount of tax it is required to pay.

Chief Minister Andrew Barr said the ACT government routinely ensured all companies operating in the ACT paid their share of territory tax but expressed some concern about federal laws.

"Many Canberrans share my disappointment that the federal Liberal government lets corporations get away with not paying their fair share of tax," he said.

Obviously, this is a Commonwealth issue not an ACT issue, and I would urge the Prime Minister and the federal Treasurer to focus on tightening up tax loopholes."

The federal government's plan to introduce tax concessions for large companies has proved unpopular with many voters, with a recent OmniPoll finding only 3 per cent of voters agreed it should be the government's top economic priority.

Opposition Leader Jeremy Hanson said he expected anyone dealing with the ACT government to have met all their federal company tax obligations.

"The proposal put forward by GWS and Grocon is worthy of close consideration but ultimately, the ACT government must ensure that any such proposals are in the best interest of Canberra," he said.

"More broadly, we welcome the concept of private sector investment in Canberra but it must always be proven to be the right option for our community."

Mr McLennan said he was confident the ACT government would consider all relevant matters before deciding whether to accept or deny the unsolicited bid.

"Together with the GIANTS we believe that the proposal has the opportunity to create a long lasting and positive impact to Canberra on numerous levels," he said.

"It has not been approached as a conventional property development but rather as an opportunity to renew and upgrade Manuka Oval to the standards of elite sport with benefits for the broader Canberra community without requiring any taxpayer contribution."

Mr Barr said the oval precinct needed to be better integrated with the Manuka business precinct and Telopea Park.

"These issues have been identified and extensively canvassed since the ACT government master plan process began seven years ago in 2009," he said.

"There is a robust documented process to assess such bids and there will be ample opportunity for the community to have their say on the specific GWS/Grocon proposal and on the long-term upgrade of Manuka Oval more generally."
