Queanbeyan City Council gave the North Googong Project the green light in May, approving a 1000-square-metre supermarket and the region's first 20 apartments to the township.
The Googong Village will consist of three buildings, one with ground-floor commercial space and two levels of units, one housing the supermarket and a third encompassing a childcare centre and community centre.
Googong project development manager Peter Naylor said all parts of the precinct would be under construction at the same time but expected the childcare and community centre to be completed first.
"This will be followed by the supermarket and gymnasium building, and the final building to be completed will be the medical centre and the residential component."
Mr Naylor is also the director for ACT-based construction and project management company Iqon, which is managing the project.
Construction is expected to be complete by October 2017 with all services up and running by December 2017.
Mr Nayler said the beginning of construction marked the beginning of Googong's "new heart".
"It's about construction commencing but the real focus now is that there will be a new heart to the region and that heart will be this new centre," he said.
He said effort would be made to minimise disruption to residents and ensure the safety of staff and students at The Anglican School Googong, which is nearby.
Queanbeyan City mayor Tim Overall previously said the council voted unanimously to approve the construction of the village.
He said Queanbeyan City Council would use the community centre, which had been designed in consultation with community services staff.
The town is currently serviced by a small shopping hub including the Yellow Belly Cafe and General Store and the Club Googong pool and gym.
