According to the Australian Bureau of Statistics, the territory's trend unemployment rate fell to 4.1 per cent in June after peaking at a revised 5 per cent in October – the highest rate recorded since 2001.

The ACT's participation rate has remained stable at 70.1 per cent, which is higher than the national seasonally adjusted rate of 64.8 per cent.

The territory continues to have the lowest unemployment rate in Australia despite briefly losing that honour to the Northern Territory in September.

Nationally, the seasonally adjusted unemployment rate increased to 6 per cent in June, an increase of 0.1 percentage points from a revised 5.9 per cent rate in May.

Canberra Business Chamber chief executive Robyn Hendry said the gradual decline in unemployment was welcome after cuts to the public service.

"What becomes clear when reading these statistics is that we have turned a corner from the contraction of last year," she said.

"That's also evident in a number of other indicators like confidence levels and employment growth in certain sectors."

ACT Chief Minister and Treasurer Andrew Barr said the government had worked hard to ensure the economy remained resilient despite more than 8000 job losses in the public service.

"Throughout this period, the ACT's population has grown steadily, which highlights the resilience of the territory to absorb the APS job cuts," he said.

"This is markedly different to the impacts that were seen in 1996."

In late June, the Public Service Commission relinquished control of hiring government staff and handed responsibility back to individual departments and agencies.

The Abbott government imposed tough controls over recruitment soon after winning office, which became known as a "hiring freeze", although departments could still hire sparingly.

"There is cause for optimism," Mr Barr said.

"The private sector is employing, the ACT government has new positions, and the Commonwealth hiring freeze has been lifted."

In response to the national figures, JP Morgan economist Ben Jarman said the results were better than expected but did not reflect tumultuous international markets.

"This data is too early to incorporate the global news we've had more recently with respect to Greece, the issues in Europe and China," he said.

"But it does show you that if you are looking at the Australian economy alone then things are looking pretty stable."

Commonwealth Bank Australia's chief economist Michael Blythe said the national results sustained "a shallow downtrend we've seen since last October".

"It shows the economy is in reasonable shape despite the many concerns out there at the moment," he said.

"When you look at a range of other indicators like the surveys for job vacancy measures and the figures we've seen in the labour force surveys, these figures are in line with those alternatives so they look like a reasonably approximation of what's happening in the labour market."

Mr Barr said he was confident employment in the ACT would continue to rise through investment in capital infrastructure projects.

"What I am keen to see is job creation, resulting in population increases in the coming years," he said.

"Infrastructure projects and increasing consumer confidence should help develop more job opportunities in our city, encouraging interstate and international people to the region to work.

"Ultimately, there will be a point in which the ACT's unemployment rate will hold steady."

Capital Economics' Australian economist Paul Dales said Thursday's figures suggested the national job market was stabilising.

"This apparent strength of the labour market seems odd when the economy is struggling to cope with the end of the mining boom and the fall in national income triggered by the lower prices of commodity exports," he said.

"It seems to us that it must just be a matter of time before the labour market responds to the weaker economic backdrop."
