Bill Shorten's best chance of living in The Lodge sometime within the next 20 months lies in avoiding having himself, or the sort of Labor Party he represents, the central issue at the next election. That neither implies nor requires a small-target strategy: he and his team have been effective at putting out policies crafted for the national mood.
